The Diverse Chamber of Commerce and Industry is thrilled to unveil the results of the 2026 Top City Ranking for Small Business. 
 
The 2026 Top City Ranking for Small Business underscores a shared commitment: building inclusive, robust, and innovative economies that benefit every resident, entrepreneur, and stakeholder.
 
After a rigorous, public survey conducted for 12 months in 2025, 22 select cities across the nation were measured on 21 dimensions critical to small-business success. 
 
The overall ranking reflects weighted and unweighted perspectives on the health of each city’s small-business ecosystem, including:

  •   Innovation and Technology Adoption
  •   Local Government Support
  •   Community Engagement and Inclusion
  •   Access to Capital and Resources
  •   Transportation and Infrastructure
  •   Workforce Availability
  •   Commercial Space Affordability
 And more—encompassing a holistic view of what makes a city friendly to small businesses.
 
The final rankings celebrate the communities that are proving every day that smart policies, vibrant business ecosystems, and inclusive growth go hand in hand with thriving local economies.

Virginia Beach
